Okay, so here's an alternative, more nefarious (and thus probably accurate) interpretation. Obama reached out to McCain quietly, behind the scenes so that they could make some sort of joint address/appearance/release about the severity of the import of the economic turmoil. Rather than discussing the proposal with Obama, McCain and his camp mulled it over and decided to make this public announcement to gain political points and beat Obama to the punch.
In the end, I still think it just makes McCain look that much more erratic.
